Composite Regional Centre, Srinagar, was established in the year 2000 at Bemina Bye Pass with following main objectives:
- To train rehab. Professionals, village level workers, multi purpose rehabilitation workers etc.
- To develop linkages amongst medical, educational and vocational services in order to extend services to rural areas in the form of community based rehabilitation.
- To provide rehabilitation services to persons with disabilities and to undertake designing fabrication and fitment of aids and appliances.
- To serve as resource centre for rehabilitation and special education of persons with disabilities.
The government of Jammu and Kashmir provided 5 acres of land near SKIMS Hospital at Bemina, Srinagar. The Centre is providing clinical, Institutional rehabilitation and out reach services to the persons with disabilities of Jammu & Kashmir. It is conducting following training programmes in the field of rehabilitation sciences.

Therapeutic and Rehabilitation Services:
CRC, Srinagar provides comprehensive rehabilitation services to the persons with disabilities in the form of Assessment, Physiotherapy, Occupational therapy, Speech therapy, Special Education, Vocational Guidance and Counselling etc.
It is also providing mobility aids and fitment of aids and appliances to the persons with locomotor disabilities. The rehabilitation services provided during last 3 years are as follows:

Inspection/Supervision & Guidance to Voluntary Organisation.
The scheme to promote voluntary action for persons with disabilities simplifies and facilitates procedure for easy access to Govt. support for NGOs with the aim to widen the scope and range of services.
This Institute also provides technical support in assessing the infrastructure available with NGOs in the disability sector. It submits a technical evaluation report to the Ministry to help in making a decision for the sanction and release of grants under the ADIP scheme and Umbrella scheme to the NGOs.
